Pay.gov is "moving to the cloud," what does that mean?

The Treasury Web Applications Infrastructure (TWAI) data center, which currently houses the Pay.gov application, is being decommissioned. As a result, Pay.gov will be migrated to the AWS GovCloud environment, and all of Pay.gov's collection services are moving to the cloud infrastructure. The move will provide several benefits to agencies and their customers, including fewer planned outages, more support for growing collections, and enhanced security.

When is this happening?

  • Pay.gov technical teams are working on migration efforts through the end of 2025.
  • Agency testing will begin in Spring 2026.
  • Pay.gov's production date/cutover to the cloud is planned for June 2026.

How will this impact agencies?

As always, Pay.gov strives to keep agency impacts to a minimum. For most agencies, changes will be minimal, and collection interruptions are not expected. However, we do expect the following changes:

My agency retrieves activity files, what will change for our process?

If your agency retrieves activity files—downloadable daily data extracts that agencies use for reconciliation—you will need to modify your process for retrieving the files.

  • If you currently download activity files via System-to-System Interface/Automated Retrieval, please plan to modify your current call (including URL) to Pay.gov for activity file retrieval. You will also need to request a TOCA certificate from Pay.gov if you do not already have one.
    • The TOCA certificate is also used for Pay.gov's Trusted Collection Services and Hosted Collection Pages. If your agency has an existing certificate for those services, you can use it to retrieve activity files.
  • If you currently download activity files via Manual Download, please plan to retrieve activity files via Reports on the Agency Collections (myagency) site using your existing MyAgency authentication with PIV or ID.me.

Regardless of your retrieval method, you will need to update your process. When Pay.gov moves to the cloud, its current infrastructure will be decommissioned, and your current retrieval methods will no longer function.

How can I prepare for this move?

We will communicate important information as we approach the transfer to the new infrastructure.

That said, all agency users should

  1. Be on alert for Pay.gov emails—they will contain impacts to agencies, instructions (when applicable), and deadlines.
  2. Ensure agency contacts info is current (we need a way to reach you!). Report changes to Clev.eGov.AI.Contacts@clev.frb.org.
  3. Please plan to allow time and resources for your agency to thoroughly test your collection in early 2026. Pay.gov's move to the cloud is a significant change; its current infrastructure is being decommissioned and will not function after the June 2026 cutover.

If you are interested in learning more about or using a Pay.gov service please contact the Pay.gov Fiscal Service team at pay.gov@fiscal.treasury.gov.

Please contact your Bureau of the Fiscal Service representative to complete the Pay.gov Agency Participation Agreement and the Card Acquiring Service Agreement (CASA).

The Pay.gov Agency Participation Agreement is required for agencies using Pay.gov services. It defines terms and conditions under which the Bureau of the Fiscal Service will provide electronic financial services to agencies through Pay.gov.

The Card Acquiring Service Agreement (CASA) is required if you will accept plastic card (credit card and/or debit card) payments.
